How do you prevent musty water in Berkey water purifier?

The upper chamber never smells of mildew but the lower chamber (purified water) will start to smell after 4 days of being cleaned. It’s stainless steel so I don’t know why it’s getting bad so quickly. I’ve tried cleaning the lower chamber with vinegar, dish soap and other things but nothing works long term.
