How do I get the O-Ring off my pool filter?

I have an in-ground pool that I am trying to open, however, the filter needs to be cleaned. I can’t get the O-Ring (the ring that screws around the filter to seal it) off. I have tried releasing the air, I have tried draining the water, nothing will get this ring off. I NEED HELP! Please!
